FBR Proposes Duty-Free Livestock Imports for Export

The Federal Board of Revenue (FBR) has proposed rules for duty- and tax-free imports of live cattle, sheep and goats for fattening and subsequent export as live animals or processed meat. The scheme targets export-oriented livestock and meat processing businesses and is expected to be finalized following a seven-day stakeholder feedback period. It does not apply to animals born in Pakistan. Authorized businesses would also be allowed to import or acquire animal feed, veterinary medicines, vaccines, supplements, disinfectants and identification devices without duties and taxes. The proposals additionally provide for imports of plant, machinery and equipment to establish or expand feedlots, quarantine facilities, slaughterhouses and meat processing plants under project authorizations.
